His Highness Sheikh Hamdan bin Zayed Al Nahyan, Ruler's Representative in Al Dhafra Region, has witnessed the UAE Barakah Exercise 2023, hosted 11-12 October 2023, lasting for 36 hours at Barakah Nuclear Energy Plant (BNEP) and its external environment in Al Dhafra Region.
His Highness was received at the exercise site by His Excellency Staff Major General Pilot Faris Khalaf Al Mazrouei, Commander-in-Chief of Abu Dhabi Police and UAE Barakah Exercise 2023 Manager, and was briefed on the national emergency response framework in the nuclear energy sector, as well as the exercise’s objectives, stages and established implementation plans.
His Highness visited the operations centre, where he was briefed by participating teams about the disinfection, evacuation and shelter operations. His Highness further reviewed the Ministry of Health’s field hospital along with a number of systems, equipment and mechanisms involved in the exercise.
His Highness reaffirmed the UAE’s readiness and efficiency in the nuclear energy sector, praising the efficiency of the national nuclear and radiological emergency response ecosystem, and the prompt management of various potential risks and threats.
His Highness praised the efforts of all participants in the exercise and the competence demonstrated, pointing out that the exercise has achieved great success thanks to a consolidation of efforts by all sectors.
During the visit, His Highness was accompanied by a delegation that included His Excellency Awaidha Murshed Ali Al Marar, Chairman of the Abu Dhabi Department of Energy; His Excellency Mohamed Ibrahim Al Hammadi, Managing Director of the Emirates Nuclear Energy Corporation; His Excellency Dr Nasser Humaid Al Nuaimi, Acting Director-General of the Abu Dhabi Emergencies, Crisis and Disaster Management Centre; His Excellency Brigadier General, Salem Abdullah bin Barak Al Dhaheri, Acting Director-General of the Abu Dhabi Civil Defence Authority; His Excellency Ahmed Matar Al Dhaheri, Director of the Office of His Highness Sheikh Hamdan bin Zayed Al Nahyan, Ruler’s Representative in Al Dhafra Region; His Excellency Nasser Mohammed Al Mansouri, Undersecretary of the Ruler’s Representative Court in Al Dhafra Region; His Excellency Muhammad Ali Al Mansouri, Director-General of Al Dhafra Region Municipality; His Excellency Colonel Hamdan Saif Al Mansouri, Director of the Criminal Security Sector of Al Dhafra Police Directorate and Event Commander in the UAE Barakah Exercise 2023 ecosystem; His Excellency Hamad Khamis Al Mansouri, Executive Director of Al Dhafra Hospitals; and Raoul Awad, Deputy Director-General for Operations at the Federal Authority for Nuclear Regulation.
The UAE Barakah Exercise 2023 is being implemented under the supervision of the National Emergency, Crisis and Disaster Management Authority, and is organised by Abu Dhabi Police in cooperation with strategic partners including the Ministry of Interior, Ministry of Defence, Ministry of Health and Prevention, Federal Authority for Nuclear Regulation, Abu Dhabi Civil Defence Authority (ADCDA), Abu Dhabi Crisis and Disaster Management Centre (ADCMC), Emirates Nuclear Energy Corporation (ENEC), Nawah Energy Company, and Abu Dhabi National Oil Company (ADNOC).
The exercise has been designed to be held biennially in compliance with the Regulation for Emergency and Preparedness for Nuclear Facilities (FANR-REG-12), issued by the Federal Authority for Nuclear Regulation. The regulation sets out that the operator must have a comprehensive nuclear and radiological emergency response ecosystem, in collaboration with relevant authorities.
